Scope of Work

Secondly, all girls and boys in detention need to be released from administrative custody and handed over to a civilian child protection authority within seven days for reintegration.
Thirdly, the treatment of children while they are in administrative custody needs to be compliant with international and child rights standards and frameworks.

Responsibilities
The Consultant working under the supervision of the UNICEF Child Protection Chief, in close collaboration with the Child Protection Manager in Maiduguri and the Child Protection Officer in Abuja, will be responsible for the following:

Develop an inception report that outlays the methodology for the assignment, data collection, and gives an overview of available resources.
Facilitate inclusive and participatory workshops with the inter-Government and UN Taskforce on the Handover Protocol, and other relevant military officials, on the content of the SOPs.
Draft a Standard Operating Procedure (SOP) on access for child protection authorities to Nigerian Security Agency facilities where children are being held.
Draft an SOP outlining the transfer of children in military custody to civilian authorities.
Draft an SOP outlining the treatment of children in administrative custody with the military.
Facilitate a validation workshop with relevant Government stakeholders, especially from the military, to review and endorse the developed SOPs.
Train military officials on the contents and usage of the finalized SOPs, and the existing minimum stands for children in detention.
This consultancy will require travel to the field, including Borno, Yobe, and Adamawa States, for information gathering and the roll out of the training sessions for the military.

Key Deliverables:

Inception report with proposed approach, and a review of literature and existing protocols to inform this assignment.

The first five years of a child’s life is a critical period for their cognitive, social, emotional, and physical development. The experiences during this period have a major impact on their future.
Research has shown that a child’s newly developing brain is highly plastic and responsive to change as billions of integrated neural circuits are established through the interaction of genetics, environment, and experience.
Optimal brain development requires a stimulating environment, adequate nutrients, and social interaction with attentive caregivers.
Unsafe conditions, negative interactions, and lack of educational opportunities during these early years can lead to irreversible negative outcomes, which can affect a child’s potential for the remainder of his or her life.
Early Childhood Care Development and Education (ECCDE) is one of the best investment options to build human capital and the national economy and promote sustainable growth.
Quality ECCDE yields a significant return on investment as the child transits to primary, secondary and tertiary levels of education.
These returns impact not only the child’s individual development but also that of their families and communities.
To support ECCD in Nigeria, UNICEF Nigeria partnered with Universal Basic Education Commission to implement a playful parental engagement programme in eight states, which aims at enhancing parent-child interaction and promoting child development through play.
The programme is focused on equipping parents with playful learning strategies and fostering a supportive environment for their children’s cognitive, emotional, and social development. Particularly, UNICEF extends its support to parents of the most marginalized children, including children with disabilities, to raise awareness of and demand for quality ECCDE and skills for playful parenting by working with parent and community groups, which include Mothers Associations, Fathers Groups, school-based management committees.

Responsibilities

Increasing parents/caregivers’ knowledge of the importance of children’s early years, including both formal early childhood education and engagement with responsive caregivers.
Effecting tangible behavioral change in their parenting practices, play-based engagement with their children, and demand for early learning services
Enabling parents to develop new knowledge, attitudes, positive social norms, and recommendations for practices that can contribute to the quality development of early children aged 3-5 years.

Scope of Work:
This consultancy is for conducting a rapid assessment of the playful parental engagement programme in four states with the following assignments:

Examine and document the programme’s immediate effect on parents and community members by collecting and analyzing qualitative and quantitative data related to improvement of parental knowledge, attitudes, and behaviors regarding playful engagement with their children.
Assess the effectiveness and efficiency of the programme. This includes the assessment of 1) the quality and accessibility of programme resources and training materials and 2) the effectiveness of programme delivery and parent engagement methods.
Identify the strengths and areas for improvement in the current programme design and implementation against other similar programmes in similar contexts.
Provide actionable recommendations to enhance the effectiveness and scalability of the programme.

Monitoring and reporting:

Ensure adequate monitoring mechanisms are in place to review outcomes of WASH interventions and progress against strategy and action plans; including an analytical interpretation of best available information in order to benchmark progress over time (monitoring indicators: quantity, quality, coverage, continuity and cost; with target population data disaggregated by sex, age, etc.).
Ensure adequate WASH outcome reporting and effective information sharing (with government and other partner support) to demonstrate closing the gaps.

Training and capacity building:

Promote and support training of WASH humanitarian personnel in areas such as Minimum Standards for Emergency WASH and capacity building of humanitarian partners, based on the mapping and understanding of available capacity.
Support efforts to strengthen the WASH capacity of the national/local authorities and civil society.

Impact of Results:

The support provided by the Level 4 WASH Sector Coordinator will enable UNICEF to fulfil its obligations in WASH sectoral coordination, assessments, planning and effective implementation and capacity building of the sector agencies in meeting the agreed WASH standards.
This, in turn, will contribute to the achievement of the outcome results of the Humanitarian Response Plan.
When done effectively, the achievement of the outcome results will improve child survival, growth and development and reduce inequalities in humanitarian settings.

Requirements

Advanced university degree desirably in subjects/ areas of WASH e.g. Health Promotion or Education, Civil or Public Health Engineering, Public Health (MPH), Environmental Health.
Additional relevant post-graduate courses that complement/supplement the main degree are required.
A minimum of 8 years relevant experience with four years of direct WASH emergency experience at least two of which would be based in the field at a Team Leader/WASH programme management level.

A minimum of 5 years’ experience with either the UN and/or NGO.

How can you make a difference?

Under the direct supervision and guidance of the P4 Construction Manager (Supply Section), the incumbent coordinate UNICEF’s various construction contracts, verify works, certify payments, and liaise with all stakeholders to ensure all functional project/program requirements are met. Prepare the scope of construction works based on Programme/ Operations requirements, budget and site limitations; define deliverables and payment modality.
Assist Programme/Operations to respond to emergency construction needs, taking into account emergency response procedures.
Apply UNICEF norms and standards (child-friendly, accessibility, MOSS, MORSS, etc.) to construction projects, taking into consideration the local environment and available materials; verify if compliance with green building standards is required in coordination with DFAM Field Support Unit.
Check technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements; undertake the actions required to endorse these technical documents by relevant ministries.
Follow up with the designing firms and government entities for obtaining all permits required for construction activities prior initiating works.

Support to procurement process:

Provide support to Supply section with preparation of LPA requests and CRC submissions with supporting documents related to construction activities.
Conduct surveys to identify potential construction companies and engineering firms available in the local market; prepare terms of reference required for establishing local Long-Term Arrangements for engineering services (design and site supervision).
Prepare tender documents in relation to construction works and engineering services; attend bidders’ conference and present the technical components of the tender; prepare answers on technical questions raised by the bidders during the tendering.
Support Supply section in organizing bidders’ conference and site visits; conduct the evaluation of technical proposals received and prepare the evaluation report; provide support to Supply section on the analysis of financial proposals.

Monitoring of construction projects:

Conduct the kick-off meeting of construction works with the construction company, the engineering firm and relevant government counterparts.
Provide close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and review site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on ground.
Use effective monitoring and supervision tools to ensure easily assessment of works quality, progress, and performance of engineering firms and construction companies during the entire duration of the project; apply multi-layered approach to construction supervision and quality assurance; use documented hold and inspection points, where applicable.
Certify payments/variations and compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain relevant table for each construction activity.
Provide support to UNICEF Contract Administrator on contract management, amendments, variations, duration extensions, applying liquidated damages, etc. Ensure all documents/information required for contract management are available, complete and properly archived.
Participate in the partial, substantial and final reception of works after verifying the correction of all defects during the DLP; prepare and issue relevant certificates.
Prepare Contract Performance Evaluation; provide support to UNICEF Contract Administrator on contract close-out in VISION; prepare the final completion report with the lessons learned for submission to the Construction Unit (SD) and AMS/NYHQ as necessary.

To qualify as an advocate for every child you will have

Education:

Advanced degree in civil engineering, construction engineering, architecture or other relevant area.
A first level university degree with additional two-years of relevant work experience may be acceptable in lieu of an advanced university degree.

Experience:

A minimum of five (5) years of relevant experience, at the national and/or international levels, in project management, site supervision, quality assurance and/or other directly related technical fields is required.
Understanding of development and humanitarian work.
Working proficiency in Microsoft tools (Word, Excel, and Powerpoint)
Emergency experience an advantage, especially in the North East Zone of Nigeria, and a willingness to travel to such locations.

Support to program development and planning:

Support/contribute to the preparation/design and conduct/update of situation analysis for the sector/s to establish a strategic plan for development, design and management of health related programs. Keep abreast of development trends to enhance program management, efficiency and delivery.
Participate in strategic program discussion on the planning of health program. Formulate, design and prepare a sector of the health program proposal, ensuring alignment with the overall UNICEF’s Strategic Plans and Country Program and coherence/integration with UN Development Assistance Framework (UNDF), regional strategies and national priorities, plans and competencies.
Establish specific program goals, objectives and strategies and implementation plans based on results-based planning terminology and methodology (RBM). Prepare required documentations for program review and approval.
Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.
Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence and harmonization of programs/projects with other UNICEF sectors and achievement of results as planned and allocated.

Program management, monitoring and delivery of results:

Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurement to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in health programs.
Participate in monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.
Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
Monitor and verify the optimum/appropriate use of sectoral program resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
Prepare regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.

Technical and operational support to program implementation:

Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on health and related issues to support program development planning, management, implementation and delivery of results.
Participate in discussions with national partners/clients/stakeholders to promote health and development issues especially in the areas of gender, emergency preparedness and maternal, neonatal and child survival and development.
Draft policy papers, briefs and other strategic program materials for management use, information and/or consideration.
Participate in emergency preparedness initiatives program development and contingency planning and/or to respond to emergencies in country or where designated.

Networking and partnership building:

Build and sustain effective close working partnerships with health sector government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity and exchange knowledge/expertise to facilitate the achievement of program goals on children rights and social justice/equity.
Prepare communication and information materials for CO program advocacy to promote awareness, establish partnership/alliances and support fund raising for health programs (maternal, neonatal and child survival and development).
Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions and planning on health and related issues to collaborate with inter-agency partners/colleagues on UNDAF planning and preparation of health programs/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNDAF process in development planning and agenda setting.

Innovation, knowledge management and capacity building:

Apply/introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results.
Keep abreast and conduct research to provide evidence for implementation of best and cutting edge practices in health.
Assess, institutionalize and share best practices and knowledge learned.
Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programs and projects.
Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on health related programs/projects.

Minimum Requirements
Education:

An Advanced University Degree in public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology or other health related science is required.

Work Experience:

A minimum of 5 years of professional experience in public health/nutrition planning and management and/or in relevant areas of maternal and neonatal health care, health emergency/humanitarian preparedness, at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.
